JALAL-ABAD, Kyrgyzstan -- The Kyrgyz Interior Ministry (MVD)'s Public Council October 28 held a regional session in Jalal-Abad to discuss civilian oversight of police reform, the Organisation for Security and Co-operation in Europe (OSCE) said in a statement.
The regional session was meant to enable monitoring of the implementation of government decrees on evaluating police performance in Jalal-Abad Province. New criteria for police performance include public opinion polls and ways to assess mechanisms of interaction between the police and the civil society.
The Kyrgyz government adopted the decrees in 2015 as part of police reform.
The project's goal is to provide surplus hydro-electric power from Kyrgyzstan and Tajikistan to Afghanistan and Pakistan during the summer months.
