BRUSSELS -- The European Union and Kyrgyzstan will start talks shortly after the October 15 presidential elections to discuss a new political deal, EU diplomats who are not authorized to speak about the issue publicly told Radio Free Europe/Radio Liberty (RFE/RL).

The European Commission and its foreign policy chief Federica Mogherini will lead the negotiations between the EU and Kyrgyzstan, RFE/RL reported Monday (October 9).

The new document will replace the Partnership and Co-operation Agreement (PCA) that has underpinned political relations between the bloc and Bishkek since 1999.

According to EU Monday statement, the Brussels-Bishkek "partnership" is based on Kyrgyzstan's "commitment to undertake reforms to strengthen democracy, fundamental freedoms, the rule of law and the independence of the judiciary, and to promote sustainable economic development".
