TASHKENT -- Uzbekistan hosted an international conference titled "Fighting Terrorism -- Co-operation Without Borders," Uzbekistan Today reported Thursday (November 2).
Officials from various NGOs, SCO Shanghai Co-operation Organisation (SCO) observer states and SCO member states' security agencies attended the conference.
"Members of international terrorist organisations are relocating to Afghanistan, coming very close to the borders of SCO member states, as well as returning to [their homelands] to form sleeper cells," said Yevgeny Sysoyev, director of the Executive Committee of the SCO Regional Anti-Terrorist Structure.
Cutting off terror financing is essential to defeating terrorism, agreed participants.
The Taliban have been using advanced weapons available only to the Russian military, according to a security source in western Afghanistan.
Popular support in Central Asia for Islamist insurgencies in the Middle East and beyond is waning.
