ASTANA -- Kazakh President Nursultan Nazarbayev July 5 signed a decree making himself chairman for life of his country's Security Council, Radio Free Europe/Radio Liberty (RFE/RL) reported Thursday (July 12).

His decree codified a bill that parliament passed in May. The decree did not take effect until Kazakh media published it July 12.

Nazarbayev, 78, is the last remaining leader of the former Soviet republics who took power before the Soviet Union's 1991 collapse.
